শ্যাম চৰণ নেগী (জন্ম:১ জুলাই ১৯১৭ – মৃত্যু: ৫ নৱেম্বৰ ২০২২) হিমাচল প্ৰদেশৰ কল্পাৰ এজন ভাৰতীয় বিদ্যালয়ৰ শিক্ষক আছিল, যিয়ে ১৯৪৭ চনত ভাৰতত বৃটিছ শাসনৰ অন্ত পৰাত ১৯৫১ চনৰ শেষৰ ফালে ভাৰতৰ সাধাৰণ নিৰ্বাচনত প্ৰথম ভোটদান কৰিছিল[2][3] যদিও সেই প্ৰথম নিৰ্বাচনৰ বাবে বেছিভাগ ভোটগ্ৰহণ ১৯৫২ চনৰ ফেব্ৰুৱাৰী মাহত হৈছিল; হিমাচল প্ৰদেশত ছমাহ আগতে নিৰ্বাচনৰ ভোটগ্ৰহণ হৈছিল, কাৰণ ফেব্ৰুৱাৰী আৰু মাৰ্চ মাহত তাত বতৰ বেয়া হোৱাৰ সম্ভাৱনীয়তা থাকে আৰু সেই সময়ছোৱাত প্ৰচণ্ড বৰফ পৰিলে নাগৰিকসকলৰ বাবে ভোট কেন্দ্ৰত উপনীত হৈ ভোটদান কৰাটো অসম্ভৱ হৈ পৰিলহেঁতেন৷[4][5] নেগী ভোটগ্ৰহণকাৰী দলটোৰ এজন সদস্য আছিল আৰু তেওঁ স্পষ্টভাৱে সোঁৱৰণ কৰিছিল যে, তেওঁ প্ৰথমবাৰৰ বাবে শ্বনথং ভোটগ্ৰহণ কেন্দ্ৰত ভোটদান কৰিছিল আৰু তেওঁৰ ভোটগ্ৰহণকাৰী দলটোৱে পূৰ্বানী – ৰিব্বা – মোৱাৰং – নেছঙত ভোটগ্ৰহণ কৰিবলৈ ১০ দিনৰ বহু দূৰ যাত্ৰা কৰিবলগীয়া হৈছিল। ১৯৫১ চনৰ ২৫ অক্টোবৰত নেগীয়ে প্ৰথম ভোটদান কৰে।[6] ১৯৫১ চনৰ পৰা মৃত্যুৰ আগলৈকে তেওঁ প্ৰতিটো সাধাৰণ নিৰ্বাচনতে ভোটদান কৰিছিল আৰু তেওঁক ভাৰতৰ আটাইতকৈ বয়সীয়াল ভোটাৰৰ লগতে ভাৰতৰ প্ৰথম ভোটাৰ বুলিও বিশ্বাস কৰা হয়।[4][7] শ্যাম চৰণ নেগীয়ে হিন্দী ছবি চনম ৰেতো বিশেষ অভিনয় কৰিছিল।[8]
৩৪ সংখ্যক ভোটদান কৰাৰ মাত্ৰ তিনিদিন পিছতে ২০২২ চনৰ ৫ নৱেম্বৰত ১০৫ বছৰ বয়সত[9][10] নেগীৰ মৃত্যু হয়।[11]
তেওঁৰ মৃত্যুৰ খবৰ পোৱাৰ পিছত ভাৰত চৰকাৰে নেগীক কল্পাত সম্পূৰ্ণ ৰাজ্যিক সন্মানেৰে দাহ কৰা হ'ব বুলি ঘোষণা কৰে।[12]

২০১০ চনত ভাৰতৰ তেতিয়াৰ মুখ্য নিৰ্বাচন আয়ুক্ত নবীন চাওলাই নিৰ্বাচন আয়োগৰ হীৰক জয়ন্তী উদযাপনৰ অংশ হিচাপে নেগীৰ গাঁও পৰিভ্ৰমণ কৰি তেওঁক সন্মান জনায়।[13]
২০১৪ চনত গুগল ইণ্ডিয়াই এক ৰাজহুৱা সেৱা ঘোষণা প্ৰস্তুত কৰিছিল, য'ত নেগীয়ে স্বাধীন ভাৰতৰ প্ৰথম নিৰ্বাচনত অংশগ্ৰহণৰ কথা কৈছিল আৰু দৰ্শকক ভোটদানৰ গুৰুত্বৰ কথা সোঁৱৰাই দিছিল।[14]
